Dressing:

- Cook the Macaroni: Cook the elbow macaroni according to package instructions. Drain and rinse under cold water, then set aside.
- Prepare the Dressing: In a large bowl, whisk together mayonnaise, Dijon mustard, apple cider vinegar, sugar, salt, black pepper, garlic powder, and onion powder until smooth.
- Combine Ingredients: Add the cooled macaroni to the dressing and stir gently to coat evenly. Mix in red bell pepper, celery, green onions, sweet pickle relish, and hard-boiled egg if using.
- Adjust Seasoning: Taste and add more salt and pepper if needed.
